The main development loop
Research intake → explicit hypotheses/contracts → implementation → tests and frozen vectors → evidence review → a reviewable change.
Paper promotion is manual. Research IDE export is not proof compilation. GPU/H100, Loihi2, QEMU, CubiLoom persistence and FractalOS tensor execution are separate milestones, not implied by the passing CPU suites.
